 Can you verify the permissions on *all* directories, i.e.
   /usr, /usr/gnu, /usr/gnu/lib, /usr/gnu/lib/ruby
   /usr/gnu/lib/ruby/1.6, /usr/gnu/lib/ruby/1.6/sparc-solaris2.6

 #the named file is not required, but all  directories listed
                                      ^^^^^^^^^^^^^^^^^^^^^^^
 #in the path name leading to the file must be searchable.
                                       ^^^^^^^^^^^^^^^^^^
