Teh thing about libraries is that they become known due to reputation, which tends to spread through both w.o.m. and personal experience. Both of these can have significant latencies inherent in them. (Again imo) Ruby does best when the community gathers around canonical libraries for given purposes. Surely that's better than having a given purpose spawn a dozen equally feature-incomplete, dormant libraries.
