I'll vote for it.

The volume of ruby-dev compared to ruby-list is around 1:4. So people hoping
to get rid of many messages won't have as good effect as they would like.
But it's going to the right direction nevertheless.

How about ruby-devel, from RUBY-DEVelopment (English Language)? Seriously,
ruby-int (internals / international), or ruby-en (which gives command rub
yen :).

I see no point creating English equivalent of Ruby-ext and Ruby-math. (Yet.)
