This version is little complicated: 

  - You must input vote id which is displayed. 
  - You can sign and write comment when you vote. 
  - You cannot vote for same option twice soon. 

By these restrictions, I intend to suppress multiple vote but I don't
forbid absolutely that; you can multi-vote if you want
strongly. Indeed, I check only your name and host address.
