I have ruby-1.8.0 installed and working nicely on OS 10.2.6 so long as I don't require anything from the ext folder, such as socket or tcltk. Ruby is installed, from source, in /usr/bin. I no longer recall for sure, but I believe I got the tar file from ruby-lang.org. From a look at the socket folder (see below), it appears that socket.c is compiling, but not linking. I don't really know where it is supposed to be, but it is not in /usr/bin/ or /usr/lib/ruby/. Any help?
