Yes, if you mean any GNU based Linux system(as RMS claims) by the phrase
'GNU Linux'.

AFAIK, Debian(http://www.debian.org/) and
Kondara(http://www.df-usa.com/) have Ruby.

Especially in Kondara(my favorite distro:-), some tools (user's locale
selector, auto updater like Debian's apt, kana-kanji conversion engine
et al.) are writeen in Ruby and several ruby extension are already
RPM-ized.
