That's a better way of putting it than what I said a few moments ago:

  This always raises the question: what would be the use of newbies
  (or nubies, in this case) advising each other?

It's not that I think new users shouldn't respond to questions -- it's
just that the idea of a list which specifically excludes, or
discourages the participation of, everyone else strikes me as probably
counterproductive.  

Partly I'm influenced by the fact that this suggestion has been made
in connection with Perl, and the idea of a newsgroup populated
entirely by Perl newbies, at least of the level of non-seriousness
that shows up on clp* all the time, is downright scary.
