I'd see the InstallShield working slightly differently in
future. There'd be a choice of downloads.

1. Big ball of Ruby. This download would contain everything (including 
   Tk and GTK) and would ask you, during installation, what options
   you wanted to install.

2. Base Ruby

3. Base Ruby + docs + common stuff (rubyunit etc)

4. Tk for Ruby

5. GTK for Ruby

6. FOX for Ruby

...

They'd all be compatible, so you could download 2, then 4, then 5, and 
it would all knit together.

Anyway, that's the theory.
