I found what was causing this -- I had to use:

ScriptAlias /ruby/ e:/ruby/ 
AddType application/x-httpd-eruby .rhtml
Action application/x-httpd-eruby /ruby/bin/eruby.exe

But now I'm getting (500 Internal Server Error):

[Sat Jun 14 04:52:14 2003] [error] [client 127.0.0.1] Premature end of
script headers: e:/ruby/bin/eruby.exe
[Sat Jun 14 04:52:14 2003] [error] [client 127.0.0.1]
e:\ruby\bin\eruby.exe: missing required file to process

I saw that a couple of other people posted this problem, but there
were no answers. Anybody have an idea?
