I think the precompiled windows mysql package available for download is
only compatible with ruby versions 1.6.*, not the 1.7.* series of ruby.
The most recent 1.6.* versions of the Pragmatic Programmer installations
include a precompiled MySQL package anyway, but for some reason it isn't
included in the 1.7.3 installer.
(see http://rubygarden.com/ruby?WindowsInstaller)

If you don't want to use the 1.6.8 windows installer, you could use a
cygwin version of ruby on windows. With cygwin, you could build the
package from source, which was straightforward when I last tried six
months back. However, it is a bit of work if you haven't already
installed cygwin, and it might not be viable if you need to install on
client's windows boxes.
