Long term, I agree. However, I think we've also got a short term
opportunity to make some converts, and I personally feel that a simple 
Windows-based installation system is important. It isn't ideal, but
the cygwin port currently has exceptional functionality under Windows, 
and will be a good starting place for Window's users new to Ruby.

Perhaps the 1.7 work will be a good time to look at Windows support
for Ruby.
