In my Outlook Express, I saw some messages contain characters like '=3D',
'=20', '=09' .
You might see in deja.com also.

I have found the messages also have contain 'Organization: from Mailing List
to NetNews' and 'Aleksi Niemel=E4'.
I guess '=E4' means a umlaut(a") and '=3D' means '=' in quoted-printable
format.
"Content-Transfer-Encoding: quoted-printable" header must be inserted for
that case.
