[ruby-dev:18963] SHUT_RD, SHUT_WR, SHUT_RDWR

  Tanaka Akira suggested to add some constants for
  BasicSocket#shutdown: SHUT_RD, SHUT_WR, SHUT_RDWR,
  which are defined in POSIX. Matz accepted them.


[ruby-dev:18919] clean::

  As Akinori MUSHA pointed out, some extentional libraries -
  that use 'clean:' in a dependency line of Makefile -
  will fail in make, due to the change of mkmf.rb on
  rev. 1.114. He made a patch ([ruby-dev:18923]) and
  applied it.
