The 2nd and 3rd arguments are not required if the function need not be
used from ** C seishitsu **. -> ... used from C's
characteristic/nature.

I think my brain has stopped, but this doesn't make sense to me. I
must be overlooking a key nuance.

Could someone restate the idea in this sentence in another way in
either E. or J. ?  I still can't get it.

Does it mean something like, "If, due to the nature of C, there is no
need for this function, then there is also no need to take in the 2nd
and 3rd arguments." ?  Just a guess.
