Have you tried /\ndy's new distro:

"Ruby 1.7.2 for Windows is now available, see
http://rubygarden.com/ruby?WindowsInstaller for details"

If that is the one you tried and has problems with RubyWin you should report
it to /\ndy: andy / toolshed.com
