Hi,

have you downloaded Ruby-cygwin  as "rbcw145.zip" from the FTP server ?
If yes, then you don't need to download "tcltklib83.dll" from my page,
because it is still in the "rbcw145.zip" package.

Using the tcltklib83.dll from rbcw145.zip, it should work.
Try it with that dll.
