/etc/protocols and related functions?  If my guess is right, they are
related to network communication so....  Hmm I feel that putting them
in Socket is little clumsy, but don't suppose them used in an
application not relating to Socket.

Those who use them regularly may have more concrete feeling and more
important issues.
