If you want Ruby 1.7 for Windows, the quickest option might be to download
precompiled binaries from this page:

Otherwise, you can download the latest development source code snapshot:

    ftp://ftp.ruby-lang.org/pub/ruby/snapshot.tar.gz

and compile it yourself.
