[ruby-dev:17017] Standard Library Proposal

Kazuhiro NISHIYAMA proposed to bundle Devel::Which as
standard library.

He also requested to move benchmark.rb into devel/ directory.
But Akinori MUSHA pointed out that the meaning of `Devel'
was not clear.
In fact, MUSHA think that 'Devel' means 'in development',
but NaHi thinks that it means 'for developers'.
This proposal is still open.


[ruby-dev:17031] double acosh

WATANABE Hirofumi found that in a particular environments
some C functions didn't have any definitions, so
they caused problems.
To solve this, he proposed to add a new header file
missing.h which includes prototype definitions
with #ifndef.

Matz decided to accept this proposal.
