AWESOME! By chance I noticed our fix was looking in 
c:\devlib\wincap\include. However extracting the devpack puts it in 
c:\devlib\wincap\wpdpack\

I moved everything in wpdpack up into wincap and the build process went 
flawlessly. Running tests now...
