Can you run just this from the build directory:

./miniruby -I./lib -I.ext/common -I./- -r./ext/purelib.rb
./tool/runruby.rb --extout=.ext  -- "./bin/rdoc" --no-force-update
--all --ri --op ".ext/rdoc"  "." --debug
