How To Submit RCR's ?

Perhaps my brain is in a stupid mood this morning, but --

     I visited www.rubygarden.org for the first time yesterday, and
scanned with intereste the current list of RCR's.  I looked in vain
for a button or hyperlink I could use to enter in my own RCR, and add
it to the list.  I'm sure its something simple and obvious, but --
can anybody tell me how to submit a Ruby Change Requst (RCR).
