Instead, I will simply submit the correct method without further comment:

doc.root.add_previous_sibling Nokogiri::XML::ProcessingInstruction.new(doc,
"xml-stylesheet", 'type="text/xsl" href="foo.xsl"')
puts doc.to_xml
# => <?xml version="1.0"?>
