It's well-known that Cygwin's stat() is slow.  It checks #! in
first lines for all files under Win9x.

If you use WinNT, including W2k(= NT 5.0) and WinXP(= NT 5.1),
it improves by setting `ntsec' or something (sorry, I forget)
in CYGWIN environment variable.
