You might have fixed this. My browser doesn't like your site and the RRA
only had 3.0. But anyway the the line in rpkg-util that reads:

f.puts "source = #{source}"

Should read:

f.puts "source = #{source} #{dist} #{section}"

I'm curious about the line in config.rb that reads:
load_config('/etc/RPkgrc')

Is the RPkgrc something that you plan to install in the future? Will it
supplant ~/.rpkgrc ?
