I'm not directly interested in this since I run Linux, but I stumbled
on the headline and remembered the threads some weeks ago about C
compiler support under Windows (the gcc/cygwin having drawbacks, some
people not owning VC++ nor planning to etc.):

As far as I understand, they are open sourcing the previously
proprietary Watcom compilers.
