You're probably just providing all the information what exactly you've tried
already and how it fails, so the Ruby&Win-gurus are able to help you out.

FYI, I'm just using rbdj144 with Win2000. Ruby built with Dr. DJ-version
compiler doesn't need cygwin-tools (unix for win). I've been using
precompiled binaries all the time.
