Version numbers *are* used to communicate stability.  A major version of 0
indicates that the package is not stable and the public API may go through
incompatible changes between versions on the way to v 1.0.

The current version of DBI in the RAA is 0.0.12.  If the DBI API is stable,
the version number should reflect this.
