Rob Biedenharn, in another context, reminded me that
exception-handling blocks can have an "else" clause. So you could do
the slightly simpler:
begin
require "xml"
rescue LoadError
puts "No xml library..."
else
class TestPhyloXML1 < Test::Unit::TestCase
...
end
end
