thanks, Tabnotebook.new works now.
However, if I do this

> require 'tk'
> require 'tkextlib/blt'
> 
> parent = Tk::BLT::Tile::Frame.new
> 
> nb = Tk::BLT::Tabnotebook.new(parent)
> 
> tab = Tk::BLT::Tabset::Tab.new(nb)

I get
