The best effort I'd seen along the lines of a GUI builder for FOX was Martin
Welch's DlgEdit program:

but as far as I can tell he's abandoned development of that. You should
probably send e-mail to Martin to see what his plans are for the code and/or
ask around on the foxgui-users mailing list to see if anyone else has picked
this up.
