the above is more of a joke then an honest thought...in a few words, 
every task requires certain goals be met...if you need to code up a 
quick text parser you'd probably have an easier time with Perl or Ruby 
rather than C++...you'll find though that a lot of Perl's strengths 
have been incorporated into Ruby, while improving (IMO) on some of 
Perl's weaknesses...
So, every task should use the most able language...I'm guessing though 
that you'll find Ruby can handle most anything...
