You need to remove that file association and re-implement the ruby 
interpretor with it.

Windows XP instructions -

Control panel > appearance and themes > folder options

:: File types tab

scroll to the RB extension

delete all extensions except...
it should be using Ruby interpreter (CUI) 1.8.6 [i386-mswin32]
