It has Ruby 1.8.6, I think, and IIRC it has Rake and RubyGems as well, so you can pull in all the Ruby packages you need. I've forgotten which Fedora corresponds to CentOS/RHEL 4, but 1.8.1 is IMHO a hopelessly ancient Ruby.
