The release notes for the Windows version of Ruby 1.8.6 say
that bugs should be reported to ruby-bugs / ruby-lang.org .
However, mail sent to this address bounces as non-deliverable
(User unknown in local recipient table).

In addition, the following email address mentioned in the
release notes seems to be broken as well (User unknown in 
virtual alias table):
