Hoe hasn't finished evolving yet.  At present a new Hoe feature can  
be released less than ten minutes from commit time.  With RubyGems  
that takes a month (so far).

Another way to look at it is:

Ten releases of Hoe in three months.

One release of RubyGems in eighteen months.
