I think, a better forum for jEdit related questions is
http://community.jedit.org/ . But I like using jEdit for Ruby, too. I'm
on Windows. As Mirror, I choose "Lausanne, Swizerland" and this works
fine for me.

You can install plugins manually, see
http://plugins.jedit.org/install.php. But installing automaticly works
very fine at my side.
