It's not portable.  For example, st_mtimensec or st_mtimespec is
not available on Linux.

It does not use nano second information at all (except for nsec
method), just multiply and divide by 1000.  I don't think it's useful
(yet).  Maybe use of nanosleep etc. might make change in the future.
