   You may have the version of RubyWin that comes with the big Ruby 1.6.4
download which contains an old version of SciLexer.dll without Ruby lexer
support. Grab a recent copy of SciLexer.DLL from the RubyWin download or
from the SciTE binary download:

   and place this in the same directory as RubyWin.
