I try to keep up with this as well, and as far as I know, ActiveRDF is your best bet at the moment. Semitar is, for all practical purposes, a dead project -- I don't think the code (at least the publicly available code) has been touched for several years now. And the last time I checked with Obie, he hadn't been able to devote any more time to his ideas due to other obligations.
