There may be an issue with plug-ins. That is, whether additional C-modules
compiles to .so or .dll format. Some of these libraries may require pfork or
similar "annoying" features.
But I'm all for going the MinGW way on Ruby. Then the it is down to the
libraries to use Cygwin if it really must be.
