Your rate would be wrong, demonstrably. MSVC is not only the more
performant compiler on Windows, it is the more compliant compiler at
this point.

This is a non-issue. The people who want a Ruby+compiler combination
are wanting something unreasonable. Ruby should not come with a C/C++
compiler under any circumstance.
