Matching $end and $start tokens in RACC

< ^ > P N |<>|^_>< --- | ~ ...Help

Does anyone know if it is possible to match the $end and $start tokens 
in a RACC grammar?  I can't seem to get any actions that contain either 
of these tokens to fire.
