Good question :-)

No, you can participate even if you're not coming to the conference.
There might be two winner categories (conference and non-conference)
or something, but it's open to all.

(A bit of history: The contest started out as a conference event idea,
then got stretched over a longer time period because there just isn't
time at the conference to do the various stages of it, including two
phases of code-writing plus judging.)
