The problems I've had running the 1.6.4-2 distribution on Win2K are:

 1. None of the Net classes work; and,
 2. The Ruby/GTK shared library doesn't load.

The pre-built Windows library for FXRuby-0.99.173 was built against Ruby
1.6.3, IIRC, and that's why it won't play nice with the Ruby 1.6.4 distro.
It's not Andy's fault! It's mine (sort of...) I hope to get FXRuby-0.99.174
out sometime this week and it will be built against Ruby 1.6.4.
