I think this is a good idea.  The RCR wiki area, for one reason or
another, was languishing.  (I assume that the current RCR-intense look
of the top-level Garden page will work its way out as other news items
appear.)

Question: does this mean the RCR process has officially changed?  (The
original idea having been for RCRs to be raised here on
ruby-talk/c.l.ruby, then transferred to the RCR wiki, then discussed
back here.)  Should posting an RCR to the Garden now be considered the
official way to initiate one?
