On the first CD (of my downloaded Mandrake 8.0) there are RPMS of: ruby-1.6.2.2-2mdk.i586.rpm ruby-gtk-0.23-5mdk.i586.rpm ruby-devel-1.6.2.2-2mdk.i586.rpm ruby-tk-1.6.2.2-2mdk.i586.rpm ruby-doc-1.6.2.2-2mdk.i586.rpm what got installed on my system by default were ruby and ruby-gtk. What you should do is $ rpm -qa | grep ruby and if ruby-tk isn't there then install it from the CD. There are updated SRPMs at http://ftp.sunet.se/pub/Linux/distributions/mandrake-devel/cooker/SRPMS/ if you feel like building ruby 1.6.4 Sorry for the bad information in my earlier reply.
