Sorry, this seems to be the problem from RubyWin with Cygwin Ruby.
To tell the truth, I have not tested RubyWin with Cygwin Ruby.
I have tested RubyWin with Mingw32 Ruby and RubyWin works fine
with Mingw32 Ruby.
Now, I'm starting to investigate using Cygwin Ruby.
