Hello everybody here.
Again. Since last time I asked this question it was a month. Still no
body gave a clear answer and recently I saw a question in Rubygems'
FAQ:

3.2 RubyGems hangs while updating the source index.

What is amazing is that this problem clouds Rubygems for long (with
people using internet with other programs *perfectly*). I am one of the
people who gets this error.

It is interesting that the FAQ has this question but left unanswered -
so I want to have an answer, but where could I find one?
