I don't know, and No.

I understand YAMADA Akira(ay)-san made yet another URI module(URb)
and this module is in the releasing works.  Koshimizu-san might
decide to stop the development after examining ay's implementation.
Anyway, unfortunately, URb has not yet been released.

My SOAP4R module depends on uri.rb and I set my mind on early
relase of URb. :-)
